Mumbai: BMC Passes Advanced Smart Turf Policy Resolution; Over 1,500 Private Turfs May Face New Rules

Mumbai, August 21, 2026: The BMC on Friday passed a resolution for an ‘Advanced Smart Turf Policy’ to regulate the city’s rapidly expanding network of private sporting turfs.

Moved by BJP corporator Tejinder Singh Tiwana, the proposal seeks to bring these facilities under a formal civic framework amid growing complaints over late-night games, noise, powerful floodlights and the loss of open recreational spaces.

Digital Registration Proposed

Under the proposed policy, the ‘Khelo Mumbai’ app will be made mandatory for turf registration, bookings, permissions and revenue transactions, with cash dealings to be eliminated.

The policy also proposes a ban on potentially hazardous rubber crumbs, mandatory use of eco-friendly alternatives and roof nets at all turfs to prevent balls from entering adjoining residential areas.

Safety And Operating Norms

The BMC will further enforce norms on operating hours, noise pollution, floodlights, traffic, fire safety and environmental compliance, backed by regular inspections. A draft policy will now be prepared and placed before the civic House for final approval.

Once implemented, the framework is expected to bring more than 1,500 artificial turfs under a common regulatory system, giving the BMC greater oversight over their operations, safety and environmental impact.
