OTTAWA — It’s time to show Canada’s immigration and justice ministers the door.

That was the message Tory Immigration Critic Michelle Rempel Garner brought to Parliament Hill on Tuesday, demanding that Prime Minister Mark Carney hold his ministers responsible for allowing India-based criminal syndicates to exploit vulnerabilities in Canada’s student and temporary visa programs.
“Earlier this year, the auditor general found widespread rampant fraud in the foreign student processing system — at that time, Conservatives called for the resignation of ministers (Sean) Fraser and (Lena Metlege) Diab, who played significant roles in this national scandal,” she told reporters from the National Press Theatre in downtown Ottawa.
“Months have gone by and the prime minister has allowed these two people to continue to destroy Canada’s immigration consensus. How many crimes committed by non-citizens is okay for the prime minister? Is 18,000 enough? Is that what he considered to be under control?”
Damning report shows shortfalls
Earlier this month, Global News reported on a classified Canada Border Services Agency (CBSA) report entitled The Bishnoi Gang: An Emerging Threat in Canada — detailing how the worldwide syndicate is exploiting Canada’s lax visa system to get members into Canada.
The document outlined how senior figures such as top Bishnoi lieutenant Goldy Brar arrived in Canada in 2017 on a student visa — but instead of attending class, he laid the groundwork to create a full-fledged Indian criminal franchise on Canadian soil.
The report also noted crimes committed by international students skyrocketed by more than 8,000% between 2016 and 2024 — and said as many as 4,000 Indian nationals with student visas faced nearly 18,000 criminal charges between 2019 and 2023.
About a third of those offences, the report continued, were serious in nature or linked to organized crime, with 97% classified as violent.
“There must be consequences for this type of scandalous failure because of the consequences that it has on Canada’s social fabric,” Rempel Garner said.
“The prime minister must fire the justice minister and the immigration minister and replace them with people who are willing to set the course straight.”
